Before the energy meter is installed, all electricity meters are examined and checked for accuracy by a qualified meter examiner and are then certified as working correctly. Therefore, the electricity supplier (TANESCO) assumes that the meter still records usage accurately and that its reading and bills are correct.
There are two ways of challenging the electricity supplier’s assumption. The first one is to show that what you regard as abnormally high readings are caused by a ‘leakage to earth’. This can be established by turning off all your electrical appliances and then checking to see if the meter is still recording electricity usage. Another solution is to ask the supplier to check the meter’s accuracy. The charge for this is around Tsh 30,000.00 for the home usage energy meters and will not be refunded whatever the results are.
After the electricity supplier’s meter test, you can refer the matter to EWURA, either directly or through your electricity supplier. If you apply directly to EWURA, you should inform your supplier that you have made the application. EWURA will then call for TANESCO’s response and, if necessary, replace it with a new certified meter.
If you are dissatisfied with EWURA’s decision, you will have to pursue the matter in court. However, your chances of success will be slight: it will be extremely difficult to prove that the Meter report is incorrect.
